I am looking for sandals or wedges that I, and my bridal party, can wear so we don't sink in to the ground at the ceremony site. I can't predict if the ground will be total hard or if it might be a bit soft at the park where we are going to be wed so I am rethinking (tear) the totally cute shoes I already have.
Does anyone have a site they can recommend that has shoes for under $25 that are springy and have a nice wide or flat heel?

Did you try payless? They have a lot of new shoes like that out with their spring collection. Other than that you could try target, and places like that for that price range. You could even probably find something online that fits your criteria.
