How to remove rubber backing from cotton rug?

Its' peeling in spots and I want to save it - and redye it - but the rubber is a messy layer. Its 24x72 for the bathroom "runner".

Rugs don't belong in the bathroom.

Every time you launder it, the rubber will fall off. It's a messy problem. I have no solution sorry.
