for taht age the valentine concept is difficult to grasp..i would focus on the heart shape and love and what that means...but use a cookie cutter cut cheese and lunch meat..pbj into heart shapes

Make everything possible out of hearts!
Even their foods.
Breakfast: Heart pancakes (maybe some red food-coloring?)
Lunch: Heart Shaped Sandwich!
Dinner: Say you have burgers and macaroni. Put the burger in a heart shape and form a heart with the macaroni.

paint, I love painting on valentines. You take their hands and print them on paper together to make the little heart, you can combine them or do individual, then let them fingerpaint on another sheet by themselves. messy yes, but fun fun fun!
You can let them take icing and place candy hearts on paper, nice artwork when dry, taste good while making!
Also, you can draw or print a heart on paper and let them do the same thing, place noodles you died pink/red, colored cheerios, fruit loops, honey combs for something a little more toddler friendly than candy hearts ;) Good Luck
