My son has done this while teething and just recently he is 8 now just as off last Fri and his molars are coming in and he has started again...to me personally it is because of teething and toddlers go through at all different ages and different time frame too

It's a totally normal stage.  All of my kids went through it just before kindergarten, and all of their teachers joked about how at least half their class always had a collar or a sleeve in their mouth.  You can always provide a teether toy to try to save the shirts.  There's a ton you can clip to their clothing or put on a lanyard.

He may be allergic to a fiber in his clothing or laundry detergent.

A toddler that age possibly just doesn't understand to behave differently yet .... when it becomes a 7 year old toddler or older it will probably be grown out of this behavior .
