Working program for foreign students in Australia/ New Zealand?

Do you know of a program in Australia and/or NZ that would let foreign students spend the summer working?
My brother is in his first year of Earth Science at the university and would like to be able to travel to NZ and work for a few months.

Both countries have working holiday programs for young people aged between 18 and 30 who are from eligible countries. The visas are inexpensive and easy to get, but to me, it seems a waste to use only 3 months or so of a 12 month visa when each country grants a person only one WHV during their lifetime. A WHV however is the only way a foreigner can work in Australia without qualifying for skilled immigration. It's not quite so restricted for NZ but still much harder than getting a WHV.

I don't know about new Zealand but in Australia if you are over 18 you can get a working holiday visa. All the details are here http://www.immi.gov.au
