Does a demolition company have to pay the city for the water?

I've noticed on small demolition jobs that the demolition workers hook up a hose to a fire hydrant and then use it to spray the building they're demolishing. Who's paying for that water, the local taxpayers or the demolition company?

I can't speak for every jurisdiction, but where I live they must hook a portable meter to the hydrant while it's in use.
