The Old home owner will have to pay it,

that should have been disclosed at closing

Since you are the owner, you are ultimatley responsible for all the home's expenses. Including utility bills if the renter's become deadbeats.

You purchased the house with a lien on it. That should have shown up in the title search. If the water company didn't file the lien, then they only have a personal claim against the prior owners, not you.

Your local lawyer will be happy to look at it for you, under the local rules regarding water liens.

If you owned the house while the last renter lived there, you owe the bill. The ultimate responsibility for the utilities goes to the owner of the house. You need to pay the bill and take the deadbeat tenants to small claims court.

Seek legal advice. With their help, you may be able to commute the charges.

Also seek advice about going after the previous renter in small claims court to recompense your expenses. The water company should have records on who that renter was.

Get a lawyer. Because the water company can't and won't remove the PIPES installed for that house, they must get somehow for the bills generated for that specific installment. Also, if the city has stuck the bill to the house, there is little you can do about it. You can probably sort some kind of arrangement, but you will have to pay, or anyone who wants running water service for that house, they will have to pay.

Call a lawyer. They usually don't charge you to consult with them over the phone. Just ask if it is legal for them to make you pay a debt that isn't yours. I wouldnt think it would be. It's bad business on that landlords side and he's going to have a hard time keeping and gaining tenants with that kind of behavior.
