Can steroids be used for patients with retinopathy (diabetes)?

I have seen where eye doctors in Australia have used steroid injection for healing diabetic retinopathy , but nothing else conclusive . Laser treatment stops the capilliaries from leaking (cautization) but the eye can lack oxygen / and nutrient delivery to that part of the eye and can cause loss of vision.
