Can steroids be used for patients with retinopathy (diabetes)?
I have seen where eye doctors in Australia have used steroid injection for healing diabetic retinopathy , but nothing else conclusive . Laser treatment stops the capilliaries from leaking (cautization) but the eye can lack oxygen / and nutrient delivery to that part of the eye and can cause loss of vision.

He should definitely speak with his doctor about this. He should not change when he takes his insulin or how much insulin he takes without a doctor's permission. That said, there are several things that the doctor could do. Typically, two-thirds of a person's insulin dose is taken in the morning while one-third of the dose is taken in the evening, so the doctor could change what dose of insulin is taken when. He could also prescribe a different type of insulin or increase the dose.
