Different tracked vehicles (not everything with a track is a tank) have different 'horizontal protrusions' on the track. Some are end-connectors that actually connect the different track block together. Others are where the track blocks overlap and are connected by a pin.
Either way, this 'protrusion' serves the very vital function of meshing the track into the final drive sprocket which is actually what makes the vehicle move.

It's kinda like a clamp that keeps the tracks together with a bolt on top and a square shaped nut underneath.
