Nonsense about the auto-suggestor being bugged, every single question about car insurance is by a person with a new account. It's spam, whether by one person or not I don't know, though I would place good money on a single troll.
Same thing with the "music from the Ice Age" kiddy, except he/she has started to massively thumb down those who answer to point out he/she is a troll, which is hilarious because it's not the troll that is supposed to care about being hated. Obviously that person is still new to the game.

It could be that the category auto-suggester got its wires crossed somehow. I think a lot of people just go with the first auto-suggested category, whether or not it's actually appropriate.
Or, it could be some kind of weird nuisance attack.
