"Economic Fascism" can be defined the way you've defined it, trouble is, it isn't defined this way. Government control of production, price, profit and people is the old Soviet-style Communism. Fascism is the marriage of the economic and political sectors of society. So when "government" controls the economy under fascism, it's the titans of industry, the corporate giants, who are in control of the government and who are doing the controlling.

Every government by definition is authoritarian. How much control is exerted depends on the form of government and the political culture of the country.

Going back to a tax system which gave credits for reinvestment and depreciation and for employee wages and benefits instead of the current system where profit shifted away from the business to executive salaries is credited will go a long way to rebuilding the middle class.
