how likely is it my missing cat will return he has been gone 4 weeks?

OH my gosh, I due everything possible to prevent my kitty from leaving. I would be so devastated if she got out.
First off have you asked your neighbors if they have seen him?
Have you took a picture of your cat to the news paper and asked if they could put a listing in the paper for you?
Was you cat wearing a collar with a license on it?
You can also get some paper and print it out on some sheets of paper yourself stating Have You Seen Me Lately??? Under the picture post a phone number that they could call for others to call if they have seen him and go to the spot where they last seen him at.
Post the pictures that you had printed in good sites of the neighbor hood where you live and all of the cross streets even on the posts of the streets that are nearest to you that have a place where this cross walks are at, where there is heavy traffic and so the cars that go by can see it clearly.
Or even go into the shops that are near you so you could ask the store workers cashiers are at to see if they have seen it or not.
Or you could go to the veterinary clinics and see if they know, give them some flyer's to and they could ask the costumers if they have seen him.
Other then that it seems like a lost cause to me. Sorry to say that because I know that it can really be sad to loose a cat that way. But if this cat has been missing for some time now, I really do not think that your chances are good
To prevent this from happening again, to another cat you may get, if this one is not found, I would highly suggest in this case, to get the next cat spayed or neutered when it gets old enough, get a chip of the ownership placed in your cat of where it can be returned if found, or go with the collar and put a tag on it that will obviously state the cat's name, address and telephone number. Make the collar secure and tight enough where it can not come off but loose enough so you are not choking your cat. Prevent your cat from wandering by using screen doors and not leaving the doors of your house open and make it so there is no way possible for your cat to get out.
They can be tricky ones I have a neighbor to the apartment where I live and his cat will come over to my apartment even late at night and is smart enough to open the Dore by jumping up and using the handle. From then on I always keep the doors locked even when I am at home.
I am sorry that you cat is gone but by the suggestions I have listed you can try them I think it would be best to take an add from the paper and use a picture of the cat first thing. And the asking of the neighbors.
Another good suggestion is the cat does not return would to be going to the pet store preferably PET CO or PET SMART and get this stuff that when you spray it on certain items like around the front door or back door or basically anywhere you do not want the cat to get close to, they have this thing called BITTER YUCK or something like that it can be sprayed on there the moment the cat gets near it if the cat smells or tastes it it is so bitter to them they will not want to go near it again.

While I would like to give you hope I feel it is more cruel to give false hope and have you suffer than tell you the truth about what I think.
Most likely you cat has met with any number of horrific deaths; from having its back legs run over by a car and slowly bleeing out our being ripped apart limb from limb by dogs.
There is also a very small chance it met with other cats and has become a stray but then animal control may catch it and put it to sleep eventually if no one adopts it. The best you can hope for is that another person finds it and takes it as a pet and that person isn't as careless to let it run away a second time.

Unfortunatley, i hate to say this but it's highly unlikley he will come back. Someone may have picked him up and gave a a good home. He probably wondered too far to find his way back. But after this long, it's very doubtful im sorry ;(
