Student visa holders are not entitled NHS service except for emergency cases. They need to get themselves insured privately. However, most student visa holders are authorized to work part-time during term and full time during holidays. As soon as they start to work and contribute to NHS they can cancel their private health insurance as they are entitled NHS services..

Having medical insurance or existence insurance or another insurance isn't a call for for a tier 4 uk student visa and could not verify the outcome of your visa software through any skill.

They are not entitled, the same goes for ex-pats that think they can come back to the UK cos they can't afford health insurance abroad.

A foreign student has never contributed to NHS, so answer is no.
Student has to have it's own health coverage.
