Does a foreigner on valid UK work visa get free NHS services no matter how low their UK wage?

Foreigner is in UK on a valid 2 year visa with a valid UK sponsor-(employer). Foreigners UK wages are very small ( about 1500 pounds yearly). Does this allow foreigner to obtain full and free NHS services and register at a surgery? Foreigner has other non-uk based income which is not from UK. Is this Ok ?

Foreigner could not afford the equivalent of the NHS services they receive in the UK if they had to pay for it in their native country. Does the UK (NHS) means test the foreigner for the non-UK income ? Or would this be detected by INLAND services in their tax returns.

    They would get free emergency treatment, anything else would be treated as non urgent and they would go on a waiting list for treatment.

    Taxes - your evaluation to different countries would not really stand up. The one countries the place schooling just isn't free are 0.33 world countries, who just do not have the economic climate to aid it.     But I do not see how someone can be on a work visa for a job that pays only £1,500 per annum.
