are there black people in japan?

i know that there are all kind of people there, but like 98% is Japaneses right? and where do a lot of European, American and African foreigners live?

There are a few. US Armed Forces stationed in Japan, some English teachers, some tourists, and even some people working outside of the teaching field. There are quite a few Africans in certain areas as well. Blacks are not a large segment of the population (as foreigners in general are not, but Blacks are probably the rarest of the rare), but there are Black people in Japan, and I would wager that there are Black people in just about every country; Chattel slavery was worldwide (Japan didn't own Black slaves to my knowledge, but the Europeans that visited and set up missions did), and these days we travel too (and should do so more often)!

Yes, there is a small (but noticable) African, Jamacian, and Black population living in Japan. I've heard that some Japanese even celebrate Black History Month - I can't imagine how, but they do.

There are even quite a few popular Black/African TV personalities in Japan.

Most of them live in the heavily urban cities (Tokyo, Osaka) where they're used to foreigners, but some expats live in small towns. Their experiences there are...interesting.
