What we learned from the recent release of cables and emails is that obama was making that claim AS HE WAS GETTING WARNINGS FROM DIPLOMATS OVERSEAS THAT AL QUAIDA WAS RESURGING.

That was the President. He cut off the head of the snake. He has killed several top Al Qaeda members. As yet though, he has not proclaimed "Mission Accomplished" like the invisible man Bush.

He meant it just as he stated it, that's why he cut it out of his rhetoric for a while. I was very surprised that he brought it back yesterday. He used to state that the leadership had been decimated but it has morphed because he knows the media wont call him out on it.
If you're no longer catching and questioning the enemy, you can't possibly know their strength.
