I am attending a Junior College and planning to transfer to a 4 year university. Price and out-of-state tuition makes no difference for me in this list.I actually have other better options, these are my backup options and I need to cut some.

I would base the answer entirely on what you are going to school for. Examine the rankings of each school by department, and determine which has the best program for you.
I know nothing about any of those particular schools, but I do believe Louisville is a fairly decent engineering school.

University of Wyoming, simply because it isn't redneck as the other states, so you should be able to get a more rounded education.
