If i downloaded a game from the eshop for example luigis mansion 2... would i be able to put my sd which the game is saved to into my sister's 3ds and she would be able to play on it. Or will my 3ds be the only one it would play on?

You'll only be able to play the downloaded game on the system it was originally installed on. That's the downside to downloading games on the Nintendo 3DS. I prefer buying the game card itself. If you're wanting to share the game, you may want to go to the store and buy it.
