Nsync in the U.S. for sure but Menudo might have been more popular in Spanish-speaking countries. I heard of Menudo but not until I was in high school and I've known about Nsync since I was in elementary school and I'm in college. I still listen to their music cause they're my favorite boy band. I love Justin! :)

Menudo were huge in Latin America as a boy band. Ricky Martin was a member until age 16, which in Menudo meant you were done. The band's mgmt constantly brought in fresh faces as they ruled Central and South America for over 2 decades. So, if we count the numbers over time, Menudo is by far more popular. They were still releasing CDs this past decade, and they began as a boy band in 1977!
