How to find y-intercept from a perpendicular line?

I think my question was poorly phrased .. I'm sorry!

My teacher rushed through things and I missed that part.

Here is the question:

Write an equation of a line that passes through each point and is perpendicular to each line:

a) y = 3x + 5, (9,5)

I only got as far as y = -1/3x

But I don't know how to get the y-intercept, as the answer has to be in y = mx + b form ...

You plug in your points for your x and y in the y=mx+b form yo find your b then write the new equation...when you plug it in it should look like 5=-1/3(9)+b
