So the passenger rear wheel is locking up. I just replaced the rotors (not pads because I was sent the wrong ones but will put new ones on soon) but after I put everything back to get her it feels like the ebrake is gripping the rotor very slightly I hear a slight grinding noise when I drive it I sprayed A lot of brake cleaner which seemed to help but I can still hear it. Any idea what can be causing this? FYI it's not the pads that are gripping the rotor only the drum ebrake is

If you have rear disk brakes
Sounds like you got a sticky caliper. Try removing the caliper and getting a big C-clamp to compress the brake caliper piston into the caliper unit. You'll need to also take off the cover of the master cylinder first (before compressing the piston) to allow the brake fluid (hydraulic pressure) to flow back into the master cylinder itself. Then after you compress the piston, replace the master cylinder cap and then rehang the caliper onto the car.
If you have drum brakes on the rear.
Then you need to readjust the brake shoes a little (inwards) to allow some extra room for your shoes.
That grinding noise yo hear could very well be the bearing that is badly worn. My buddy had a bed rear bearing and it sounds like a jet airplane is following us everywhere we go.
