It refers to learning, which is the only antecedent associated with 'amount.'

Learning - but not sure what the thought is actually trying to convey. Using my best guess at the meaning I might rewrite this:
"A reasonable amount of course work is part of an effective education, but the concentration need not be so very great in any one field."
And if that is not what it is saying, then trash it altogether and re-write it.
