Metapod.
As a Caterpie, it will automatically learn String-Shot and Tackle, so when it evolves it will also learn Harden. The strategy for the battle; use String-Shot to slow Magicarp down, then use tackle. It may come close, but because Magicarp is slowed down, Metapod is the first to strike the final blow.

Oh god, that would a excruciatingly painful battle to sit through. Metapod hardening the living crap out of itself and Magikarp splashing until it flails, and even then it'll do little to no damage because of Metapods high defense. Eventually Magikarp would win but it would take forever.

magikarp. magikarp can learn bounce in the 5th gen games. bounce is flying, so it would be supereffective to poor metapod.
Also, a fun fact. There was an event magikarp in japan that was shiny and knew hydro pump.
Magikarp may suck, but it has more tricks up it's sleeve than metapod any day.
