To my knowledge, the Democrats never did. This shut down was totally unnecessary and it is making people angry. I think if this continues the Republicans will be voted out of existence.

The Republicans shut down will costing over 10 billion dollars every day the government is shut down and for what? Obama care has already been funded and kicked in at midnight. People are signing up on line. It will go into effect January 2014.

The Democrats have never seen a program they don't think is a good idea - that's why the government is $17 trillion dollars in debt. That's close to a quarter of a million dollars for every actual taxpaying household that the government has pissed away, already spent even before the "Affordable" "Care" Act started.
