Why won't my Microsoft Exchange email account load on my Android phone?

I work in an IT environment, and set up Android phones for staff all the time. At a certain point in the process, I'm prompted to let Exchange control some things, as well as encrypt the phone for security (per policy). But when I attempt to set up my Exchange email account on my Samsung Galaxy S4, I never get to the point described above. I get a screen that just continuously reads "Loading", with the spinning circle icon. My email never loads. I spoke with our Network Administrator about it, and he is having the same problem with his Android phone. He doesn't know the solution.

Any suggestions?

Hugh, I encountered the same issue in the IT environment I work in. I was able to resolve the issue by very carefully following the steps in the link I'm providing. If it still does not work then I would contact Samsung support and ask them to walk you through it as they know what the behavior of the device should be and whether it is acting correctly or not by going to this loading screen.
