hi Bailey: you barely know this girl. If she keeps getting in trouble she may not be your type. If she really wants the freedom to date she needs to be mature enough to do her school work and stay out of trouble with her folks. And this best friend that is 30 seems odd too. this girl may have mental "issues". If I were you, I would not consider myself tied to just her. I would be looking around for other girls to date. but I would not drop her yet, because if she really is trying to get over an ex that does take some time and she may need a breather before she is ready to date again. So for now, hold on to the sort of date you have scheduled in 3 or 4 weeks, but feel free to date others in the interim. But consider this is her final chance.
