Now that we have an optimum sized population could we invite certain individuals from other countries to move here. In the 1950's they called this the 'brain drain' when we encouraged certain educated Europeans to move to the US. We gained and Europe wasn't pleased, but that was the game back then. Would this be in our national interest now?

Work visa's are by invitation, your GC lottery is an invitation visa draw, spousal/financee visa's are invitation as long as they fit the criteria and financial arragements.............
So migration is only by invitation in America, unless they arrive illegally or as refugees...........
