Michael Mann is a geologist, but his work becomes the centerpiece of IPCC reports, while a railroad engineer is the IPCC President. If Roy Spencer's work were arguing for more warming, you wouldn't be denigrating his academic accomplishments.
Of course Roy Spencer is a climate scientist. He has a Ph.D. in Meteorology and works in climate science. That's all the credentials he needs.
EDIT for Mike: Michael Mann is a geologist, physicist and geophysicist. Perhaps you don't understand that paleoclimatology is, to a large extent, a branch of geology.
People should not get too hung up on labels--scientists who do research on climate and publish their results can legitimately call themselves "climate scientists." It doesn't really matter whether they're geologists, meteorologists, climatologists, oceanographers, chemists or biologists. It is very much an interdisciplinary science.

That description could apply to most so-called 'climate scientists'. As I recall, Mikey Mann does not have a "Climate Education" per se. I can't think of very many of the high-profile grant grubbers who do.
