How to go about sealing an indoor rock wall?

I own a home that has stone and mortar walls in the basement. The walls are concrete but in remodeling the previous owners installed the stone and mortar walls over the concrete. The walls are very dusty and in cleaning them I realized that some of the mortar was giving off a fine sand like dust when brushed. Is there anyway to seal this wall so that this does not occur. If not, what needs to be done.

how much surface area?

It is not cheap for good sealers. Any tile or stone mason yard will carry products. I would call local sources and ask them. If the mortar has deteriorated to a certain point due to age or poor product you might have limited options. I would consider bringing a few masons in to look at it and advise.
