The stuff you describe sounds like preejaculatory fluid, also called pre come. It's clear, shiny, slippery, and if u touch a finger to it and lift away, it will leave a string like melted cheese or a spider web. Pre can ooze out randomly anytime you're sexually excited.
A boy can't have his first ejaculation until very close to 12 mths after the start of puberty. That can happen normally anywhere from age 11 to 15. I'm guessing - based on the fact that u haven't masturbated before - that you either haven't started puberty or just started recently.
The start of puberty is when your testicles first began to get bigger. Has that happened to you yet? Some guys don't notice that, but you get your first little pubic hairs at about two mths. Do you have them?
