Really tiny to see but look inside the red circles they are tiny white thin and moving against the glass my snapping turtle I got from this guy had them but they were much larger and I got this turtle from him too

Also his skin has like stuff floating off it it looks like toilet paper stuck on his feet.

Can't tell what the white flecks are but I can tell you that your "snapping" turtle is an eastern painted turtle. Try using a stronger filter or a second filter to see if that helps. You might also remove the rocks.
