My penis has not grown yet but I do have a lot of hair. I masterbate a lot like about 4x a week and I am worried my penis won't grow. I also have whit bumps on my scrotum and a little on the bottom of the shaft. I have not have sex before. Am I ok?

Normal. Masturbation rate for teens is at least once a day. So a bit behind the normal rate.
You have very thin skin on the penis and scrotum, which is why you can see blood vessels so easily-- and the white spots you see under the skin is hair follicles and also sebaceous (oil) glands.
Penis will continue to grow rapidly over the next year or so.
