No. Government can only provide a political environment which to encourage people and businesses to be more environmentally conscious by rewarding pro-environment behavior and punish polluters with regulations and fines. After all, the environment belongs to everyone now and in the future. It is the government's job to protect it. The idea that freedom is the ability to destroy and pollute and cause damage to the commons without consideration for others is completely ignorant, myopic, selfish and downright evil.

In a limited way govt can control climate but it's up to society who need good climate so we put step ahead and become a part of good cause.
