Well, could Barack Obama have done more on that front? I don't know. Here is one thing I'll tell you. This is something you should keep in mind: Obama has to go through Congress to get certain public policy passed and into law. For most of his Presidency, he has had to work with at least one house of Congress that was controlled by the Republicans. And, since January 2015, he has had to deal with both houses of Congress being controlled by the GOP.
The way the American system is set up with so many checks and balances, change comes slowly in America. That is part of the reason why the "Founding Fathers" established the 3 branches of government: to keep change from coming too fast. The other reason is to keep one person or group of people from getting too much power and becoming a dictatorship. Since the time of the "Founding Fathers", we've added competing political parties into the mix, which could be described as another form of "checks and balances". It certainly is another hurdle in "getting things done" or accomplishing a certain goal.
The question to ask is not "Why can't Washington get anything done?"

Oh yes I'm sure he would get no resistance from the rich conservatives when he tries to raise the incomes of the poor and reduce the profit of the rich. Tbeu would never do anything childish like shut the government down if they didn't get their way on a vote for a bill, law, or legislature that would pave the way for this. No never.

President Obama has tried to address that issue by, among other things, advocating for substantial tax reform, advocating raising the minimum wage.
You may have noticed however that since the earliest days of his presidency, the major goal of the Republicans has been to try to block almost every single initiative that President Obama has undertaken. Their obstinacy and obstructionism have been highly successful.
The Republican propaganda machine has attacked President Obama as being a socialist or communist who has been trying to engage in massive wealth redistribution that will ruin the country.
