My female dog is having trouble going to the bathroom and is leaking throughout the house with tiny drops of blood here and there.. is this an UTI? If so is this urgent to go to an emergency care or can it wait until morning when my vet is open?

Your dog quite probably has a very serious UTI or bladder stones. As long as she is able to pee it will wait till morning but I would not wait for an appointment. If you have a regular vet just be there when they open. If you do not have a regular vet then yes, you should take her to the emergency vet.

UTI or stones... book first thing in the morning and make sure she's seen as soon as possible. She will be in pain.

More likely bladder stones which can cause bleeding and blockages. Blockages are serious, and you should at least call an emergency vet.
