The spec you have given is the capability of the PS not the actual power it supplies all of the time. It is like saying that a jet can fly 4000 miles per hour but it obviously can go slower than that.
The power supply will deliver what ever current the motor needs when the supply is set to 12V.

Yes the supply will supply 2 A to the motor when it is set to 12V. If the motor needs more current the supply will deliver it, up to 281.5 A, but not more.

Yes, the internal impedence of the motor will limit the current to 2A if the voltage is regulated to 12VDC. 2A at 12VDC is 24W.
