The US and the USSR came close to nuclear war due to miscalculation, technical error and accident. Highly placed rational persons interceded and prevented a holocaust. North Korea has no such persons and no sophisticated command and control of the military. Is war likely?

Two very different situations. I think war is far less likely with NK than in the USSR days. If for any reason it's because North Korea has such poor capability\intelligence to detect an attack and has such a reliance on commands coming from the top that they wouldn't even try to launch ahead of an imminent attack like the US and USSR were trying to do. NK doesn't have the capability to detect an imminent attack. The real risk is the USA miscalculating something NK foolishly is doing, (Like a test missile launched at the "wrong" trajectory.)
