Yes.

The law that covers the Income Tax is Title 26 (Internal Revenue Code).

The people who claim that you do not have to pay are called Tax Protesters. They have been around as long as the income tax itself but not one of them has ever convinced a court that they were correct and got out of paying their taxes.

File your returns and pay your taxes. You will be much happier in the long run. Tax protesters normally end up broke and alone. Sometimes, they end up in prison.

Yes. Although they are called "contributions" the IRS will destroy people who decide to not pay taxes. They make an example of them to create fear in others.

You don't necessarily have to pay taxes, but if you had earnings in the US, or a US citizen living abroad, you do have to file a tax return. The end result of the return will determine if you have to pay taxes.
