Does breed specific legislation violate the Americans with Disabilities Act?

Under the ADA, any breed of dog can be utilized as a service animal. And SD teams cannot be discriminated against on the basis of fear or allergies. To the ADA, a service dog's breed is no different from a wheelchair's model and color. But BSL is sometimes used as an excuse to discriminate against SD teams, and there is never any wording in BSL to prevent such discrimination. Does that make all BSL a violation of the ADA and of disabled Americans' civil rights?
