The ESB may have been historically famous, but the Twin Towers of the WTC was viewed as a much juicier target--tallest buildings on the Manhattan skyline, more people inside (terrorists are all about body counts), plus to the attackers, it was a symbol for everything they hate about the West.

9/11 always brings out the morons even 18 years later.

It was a target. There were four terrorist driven airplanes. Two for the towers, one for the White House (but it got stopped over Pennsylvania), and one for the Pentagon.
The one that hit the Pentagon knocked out a whole section of one wing. "The immediate deaths included 265 on the four planes (including the terrorists), 2,606 in the World Trade Center and in the surrounding area, and 125 at the Pentagon." The Pentagon was a target on 9/11. The Congressional building was also a target but American patriots on Flight 93 put and end to that.
