The ESB may have been historically famous, but the Twin Towers of the WTC was viewed as a much juicier target--tallest buildings on the Manhattan skyline, more people inside (terrorists are all about body counts), plus to the attackers, it was a symbol for everything they hate about the West.

Only the terrorists who committed that atrocity know the answer to that question, and they are all dead. Note spelling "debate", and capital for "the Pentagon".

It was a target. There were four terrorist driven airplanes. Two for the towers, one for the White House (but it got stopped over Pennsylvania), and one for the Pentagon.

The Pentagon was a target on 9/11. The Congressional building was also a target but American patriots on Flight 93 put and end to that.
