Boss won't give me overtime?

She gives all the ot to the same people. They have not been there as long as me. Do I go over her head to human resources?

Human resources IS NOT over her head. If you tried, you would be more likely to be contesting denial of unemployment than receiving OT.

Don't expect it to get you anywhere except maybe fired. There are no laws against corporate unfairness. If you can prove that, as a member of a federally-protected class, you are being discriminated against, then you can file an EEOC complaint. But let's say that you are a black woman. If just one other black woman is getting OT, you don't have a valid claim.

My managers give over time to those who deserve first dibs.  In other words if you have been on time, give a little extra when needed and work not stand around you will get the overtime.

I know, I know you DO all those things, right?

Why?
She is not required to give you OT.
