.
I just went to one of the subcategories you've posted in, and I saw some of your questions there, so clearly some of them (including the one here) DO appear, or you'd have no answers to them.
If you log out of your account and can no longer see your question in the question list where you placed it, then log back in and move your question to another category, wait a few seconds, then move it back where it belongs (that'll often cause it to be visible to everyone). You can move your question by clicking Edit (pencil icon for mobile)>Edit category just beneath your question, then selecting the category in which it is better suited.
As for points they indicate which User Level your account is. Each level (1 - 4) has a different number of questions/answers the account can post per YA day. Although there are 7 user levels, there are no increased posting or other abilities beyond level 4. You can read about points/levels here /info/scoring_system

Questions have often been ghosted and do not show in the subcategory they were posted in but you can see them if you go to your My Questions in your profile activity page. If this happens you need to move the question to another subcategory and then back into the subcategory you wanted it posted in. This gets to be a pain because it will do the same thing over and over again. It is a glitch and it is the worst one I have seen. Verizon Media knows about but does not but make up new formats.

If its not Appearing in the Category its Due to the Filter Flagged it for some Reason as far as Points goes
points when you reach a certain amount gets you to the next level as you level up you can contribute more to the site each levels has restrictions on what you can and can not do such as how many questions you can ask and answer points have no money value towards them and there are no actual prizes learn more about points and levels here http://answers.yahoo.com/info/scoring_system

Maybe it's because all you ever post are whiny and childish rants over and over that people get tired of and report.
