Should Democrats support giving DC and Puerto Rico statehood, especially since that could protect a Democrat-expanded Supreme Court?

First of all Puerto Rico does not want to be a state. For one thing it would mean having to pay federal income tax. It is a tax haven for a lot of people and corporations.
The thing about DC was it is supposed to be more of a city state because the government operates from this location. The major portion of the city was supposed to be homes for congress men and government officials who should be voting in other states in which they have their official residence. Washington DC needs to be cleared out of all commercial enterprises and cleaned up so that citizens of the US are safe to visit there.
