Is the White House dangerously incompetent with handling COVID?

Trump's Press Secretary just said "White House operations made the decision" that, even though Trump and Hope Hicks were showing symptoms of COVID, that the campaign should travel to Duluth to hold a rally and then Bedminster for a private fundraiser with 100 people. Remember when Hillary got in trouble for being "reckless" with some emails?
