Why do we have town votes and class votes over inheritances, when it hurts the economy and increases crime?

Who hasn't heard about me. But why do we have them, if it makes recessions happen more often and depressions happen more in the economy? It makes one feel entitled to judge one's neighbor(s). With time almost being up and my ballroom dream coming true and baking dream coming true, everyone needs be concerned. Why can't they be redeemed if they are "non - heirs"? Why is it straight up assumed, the non - heirs are "bad guys" or enemies or villians? How do you not know it is someone whom voted against them or accussed them or that the criminal and crime information they give detectives and authorities isn't the truth. Just like the people I gave it to. How do you not know that these parents and neighbors and classmates and teachers aren't committing defraudments and accounting fraud and business fraud and insurance frauds, etc. and that those in power like politicans aren't lying? Explain your thoughts on this. Why?
