I don’t remember what level I was but you should be able to beat it as long as you’ve gotten that far and done some of the side quests. Just remember to exploit its weaknesses, use a lot of fire when it’s the ice house, summon shiva when he turns to fire house. Also use MP up items because you’ll need a lot of magic.
