My memory may be foggy, but could it be 'Uncharted Waters' for DOS? I know it had sailing ships which you used to explore the world, have battles, go on missions, etc.

I don't recognize the game based on what you've supplied. SSI (Strategic Simulations) made a bunch of strategy-type warfare games around that time, it might be something by them.
You might have better luck in your searches if you search for "naval" games, as "navel" with an E is another word for a belly button or a type of orange.
