How do I get the animal urine smell out of concrete?

I bought a cosmetic fixer upper and am tearing out the carpet because it smells like pet urine.  It sits on on a concrete slab and am wondering what to clean the concrete with to eliminate that odor before putting new flooring down.  Thanks

Concrete is best treated chemically to peel residue.  Consider a chlorine/water mix and a deck scrub brush to work in the solution.

Start with enzyme cleaner designed to remove the residue. It's going to take quite a bit of it. Concrete holds that smell from repeated urine deposits for what seems like forever. More than one treatment will probably be necessary.

Hot water and soap and hard scrubbing will help once most of the smell is gone. DO NOT use ammonia, or muriatic acid.  The ammonia is the smell you're trying to remove--and that won't help. Muriatic acid will eat holes in your concrete. It will remove a lot of gunk, but it will also etch your concrete.  And it's dangerous to use.

Once you get the smell out, you can pour a leveling layer of new concrete over the old slab if it still smells. Then seal that with an epoxy sealer.

There are various concrete cleaners, ranging from detergents to Muriatic acid washes.  There are "enzyme washes" designed to take out urine.  Muriatic acid will dissolve anything organic, it is corrosive and dangerous to inhale the fumes and needs to be thoroughly rinsed with lots of water, but it will dissolve anything that is not concrete.
Then you can seal the concrete with an epoxy concrete sealer.
